The opportunity to make CTSI short-term or daily trading because it may be within a few hours or days the price will rise. And many are launching IEO in binance sold out in a short time so investors or traders will prepare money to get profit. Maybe after binance there will be a large exchange that will list CTSI. 
I was thinking that's because of their it self project which have something interesting in the investors eyes, so that they hunt to invest in it, not because it was binance, but for sure it just high quality project that can run an IEO through binance since the fee will not small. Anyway I'll also hope the next exchange is a large exchange, at least the top 5-10 exchange at cmc.
