From the email which you got from stake, it look like you have multi-accounts which comes under the clause 5.1.
Here is what 5.1 clause says:-

I say that there was no point 5.1 when I registered, they added this point and and then blocked my withdrawal of money
I didn’t even make a profit, I made a deposit, 24,000 TRX and I wanted to make a withdrawal of money 18,000 TRX, but they don’t even pay my deposit, I'm not talking about profit
these are bad guys, but I understand that they have a lot of fans and paid accounts here, but still I will report this fraud where I can.
Section 5.1 of our T&C has been there since the launch of Stake.com in 2017. Fun fact, it's also on our Primedice T&C which has been there since 2013...
