We all know it's not possible for a vaccine to be out by June or July, maybe even thus year. So what the league is trying to do is figure out which option will be the best, one way or the league needs to be finished, I think around the time they are speculating, things may be much better than it is now, with lesser risks and fewer cases discovered daily, that will give them the opportunity to slowly restart the league, with an empty stadium and a lot of precautionary measures in place.
Top six could be possible, but maybe not even straight away, in football, money is an important part of it, if Newcastle can get the money in, it'll be good for them, but they would still not be able to attract the best players, they would get players better than their current squad now but not top class players.
