I wanted to create a topic in Other languages/locations but seems like new topic feature is not available there. First I thought I will need to have a decent rank but when I saw even a newbie created a topic then I realized that I am wrong. I am sure that something is missing. Do you have any idea about the reason?



Is there any possibility that the mods/admins disabled new topic creation? If yes then what could be the reason for that?
Can we post it by Contacting admins/Mod and then will allow us or what can we do if we want to post in other languages ?
