You are looking for pump and dump group in simple words? If so, I doubt anyone knowing that would be interested to invest in your project. It's really an unethical behavior. If your project is good one and have something of utility, volume will increase automatically. You would rather spend your time on developing the project.
I'm not speaking for this project, checked them out slightly, but really not too much to comment on at the moment. There is a legitimate need for legal market making to help provide liquidity for the currency, although what you shared also holds true. If you focus on your idea and solving genuine problems, it will create valid use cases for your coin/token and naturally liquidity will come, as there will be demand.
