I know that the OPs want to gather some attention for their topics but it make the whole section look messy and unprofessional.
Also, a title of capitalized characters should be restricted, not to mention a full capitalized topic like this.

This mostly happens in the bounty section as they want to make the bounty hunters to be attracted towards their bounty. When rest of the threads are clean and plain, i think there is no harm in having some colorful Topics of the thread. I don't see anything wrong with it. We don't want a dull forum.
