I have been participating in this bounty since 6 months ago. Answering your question, AR teams even suggested that archiving for non-english websites it is allowed. And you don't have to translate it to english language using auto translate menu. You can archive all sites with non-english language as long you not infringe the website copyrights.
So, short answer is Yes you can, with condition :
