I do not think you will get enough customers without a website. And you also should have some references, or contact details to gain some trust.
Depending of the kind of business you run of course. I think it is better to run it with a website.
What I mean is most of the site I see in the forum promoting tokens seems to be just wordpress sites. However, wordpress sites seem easy to hack and I believe that order to have a safe website it may cost above $20 000 (development + maintenance). And even in this case sometimes...the developer leave a back door...reason most people prefer to create initially their site by themselves.
