Yes, it is an objectively ban-able offense but only when it is done due to some financial motivation, doing it unknowingly or unintentionally without having any motives to spam or harm the forum makes it reconsiderable and objectively not an offense in specific cases.
That post was from Sept. 2017. Has he been in bounties and/or signature campaigns since then? Obviously. Just because he's not in one now doesn't mean he wasn't financially motivated then. Nice try though.
