It isn't a matter of need or what. The Halving is set in stone as part of BTCs algorithm. It will happen even if the coronavirus out there. Ofc, the only situation where the halving would stop would probably when the internet was cut off from the entire world. Aka, the internet died. Any changes that require the algorithm of BTC to be changed can solely be changed in the algorithm itself, and if something changes, then pretty much everything has to change. Kind of like how there's a central pillar in a house, where no matter what, you can't just demolish it willy nilly. Same with BTC, you can't just change it's algorithm and source codes willy nilly.
