Participants from campaigns that pay low amounts as you mentioned deserve to be looked at. Also, I would focus on members from 3rd world countries primarily when compared to members from 1st world countries for obvious reasons.
I think we should not see like this : First world , third world or anything. In a pandemic crisis in fact people from first world I think are in most trouble ( I hope you do not see it from a controversial angle). Imagine the living expenses here and the living expenses in low economic countries. Honestly speaking everyone of us are effected by this crisis. This is what I am observint by the way.
