Sources date is: December 17 2017 So it cant be a source.

The original source was maybe this one: http://www.ekonomikyorumlar.com.tr/dergiler/gundem/Gundem_1_Sayi_512.pdf 2008-Mahfi Eğilmez (it's not available atm.) maybe there is oldest versions somewhere.

Also he used ( : ) to say "i'm not the source".

it means: İf there is a quoting after a sentence you can use ( : ).
Turkey does not get to make its own rules. No source, not even a quotation; I will just put " : " and I have not plagiarised? Do you even realize what you are saying? Time to stop defending intellectual theft and for you to go back to your other activities. Undecided

Subject is not Turkey. It's all about Turkish language, it has own rules. He writed his message on Turkish board with Turkish language and Turkish grammar lets him quoting with ( : ) symbol. (You can check the rules from link.) So he is not a "intellectual theft" as you declare. You are blaming him for a message which writed in Turkish but you dont know anything about Turkish grammar rules. Isnt it absurd ?

Yep, if you send a message in Turkish and use ( : ) after a sentence and before quoting. It means "i'm not the source, i'm quoting".
