SCC Core 1.3.1.0 - mandatory wallet update

Update info
SCC Core v1.3.1.0 is a mandatory update for all users. It is recommended to update the clients immediately but before block 385000 at the latest. Updating masternodes is not mandatory but highly recommended to prevent forks and sync issues. Masternodes do not have to be restarted from controller wallet.
