hashcat requires OpenCL. It seems you do not have it installed. If you don't have a graphics card (GPU) like AMD or Nvidia, you can try installing the "OpenCL Runtime for Intel Processors" from here: https://software.intel.com/content/www/us/en/develop/articles/opencl-drivers.html#latest_CPU_runtime
It will most likely run a lot slower than it would with a GPU, but at least it will run.
