Paper wallets are good but they will depend on us No matter which wallet we use whether offline or online, no one can hack our wallet if the wallet's private key is protected. If anyone knows the private key, there will be no benefit in using the offline wallet and it will be stolen. In addition to paper wallets hardware wallets are better than offline wallets.
I would not recommend using Paper wallet especially if the user is not familiar to the risks involve and has no deep technical background. As far as I know, paper wallet pertains to a private key and a public key address that is commonly generate by a website (online) and printed out on a piece of paper.
From a newbies' perspective and aside from the fragility aspect of a paper, generating the
private and public key address on a website, has a tendency that the website I am going to use will have some associated problems regarding
web-based wallet. Secondly, there is no guarantee that the website can really generate a random public and private key unless the website is open source and the user has an advance knowledge in programming to check its
randomicity, though you can still generate offline.

As per OP, the best thing to consider as an offline storage is the hardware wallet and hopefully in the next coming days I can order one.
