This was in response to the crisis. It wasn't this way before, and it didn't create the crisis. NY is one of the only states where the number of infected is actually beginning to level off. I could use NY's graph to make the opposite case - that socialism works - but I won't because I know the world isn't that simple. In reality none of this has anything to do with "socialism."
