Hello everybody. Do you know active Telegram groups where they have conversations about altcoins, especially ICO investments for new projects? It can be in any language.
Some Bounty Manager has also a huge member in their telegram group and maybe it could give you a help to promote your project but see to it was legit otherwise, they'll never consider it.
I also suggest running a bounty program, this is the best way to promote the ICO project in the forum. There are a lot of campaign managers who able to manage it, just reach them.
