The title is a bit confusing or misleading, nevertheless about the content of the post; i will say both exchanges had their time then and while they were strict, Binance seemed to be a bit relaxed and user-friendly thus attracting more users which is also another reason why it overtook many exchanges. However, I don't think Poloniex is silent again because I heard about their IEO recently which also had a good success. Bittrex is also a good exchange but seems to be lagging behind in terms of IEO but there might still be room for good changes in the near future.
