Correct. In fact, the market cap says "?" just because "Circulating Supply" says "?". As they currently have the "Total Supply" listed, I assume the "?" in "Circulating Supply" means they cannot find which part of the total supply is actually locked. If that's true, they would need some input from the developers - the ones who have a reliable data on locked supply.
There are no locked coins. It's just that CMC distinguishes between coins available to the public and coins not available to the public (i.e. held by dev team or put away for marketing, bounties etc.). Whether that makes sense or not - this still needs to be updated and the market cap can be calculated then. It will be lower than the actual market cap though, since not publicly available coins don't count towards the market cap as it seems.
