It caused by there was no report to the SEC, if there are some people might come from US and this scam project can be reported to the SEC. It's better to do that to get your money back and the team will have jailed by SEC.
From what country the team are raising money? if they are not raising from US, then they will not be subject for the Law of the USA.

The developer looks so smart by trying to continue the development with a lot of uncertainties to make sure the investors can't take a lawsuit against them.
Maybe you have not seen a single scam accusation because it is in fact not scam? Have you thought about that? It's either moon or scam with some people. The Exscudo team is really trying and working on the project. It has not reached results that some would have hoped by now but it does not mean it is a scam. What's more, every project that they promised in the Whitepaper they have released.
90% - 80% of ICO projects are scams according to stats, their teams just run away with the money. Exscudo is here and working on the project. If you say that this is some kind of cover-up then sorry, you are not thinking right.
