If people who has been confined to quarters would simply sue government people, this whole thing would be over with shortly.

The suit can be for violation of the Constitution and Amendment 1. It can also be for threat of violation of Constitution and Amendment 1... threat by someone who is aware of someone else who has been unconstitutionally restricted.
