If you have strong evidence then it is better to make a report thread on the Scam Accusations board so everyone knows that the exchange you are referring to has constraints or is considered a scamer.

And one more if the exchange is not known then it is better to avoid than being a victim like this or the rest can ask in this forum I'm sure it will help you a lot.
