I`ve made an official complaint .. hope will matter even tho i`m from europe!
https://en.mvd.ru/ This is the Russian Ministry of Internal Affairs website. You can write them an email as well. I am doing it right now.
They will be able to track down the domain's owner and at least question him about some taxes that should be paid to the Russian Government for their activity and also ask about their legal status.
That should be enough to get them with their feet on the ground
