If you are talking about the production that are mostly being made in China, it's because China has a low labor expense. It's not only the US but most products are being made in China because of cheap labor.
Everyone wants to see that their money is in good hands and the taxes they are paying are being used in an effective project. Although for me, it's not about which country is earning money on production. It's more practical for some big producing companies if the production was held in China because it will lessen the expenses on labor. And after all, when you sell your product in your country, your government will still receive your tax payment. Production in China doesn't necessarily mean that there would be no available job for US citizens. The whole process is not only about production.
China is not cheap to manufacturing goods.
I don't think that Apple would rather give their money to China because they think that their country's government is incompetent. I also don't think they will benefit from paying China when they are not even a citizen of that country. Actually I think, the US government is earning enough because Apple has a worldwide sale. They are selling their product in different countries, and the US is the one benefitting from it.
Apple pay so much tax to the China government to the point that nobody know how much it’s paid, no data is leaked to the public, and China can buy the entire USA with cash that’s generated from tax money.

Nobody know why apple refuses to return to their home land, US has whatever China have, young talent, manufacturing fab, low cost labour that willing to work for Amazon, easy credit, raw materials, everything they wish for, but apple refuse to return.
