Electronic storage is also susceptible to fire, flooding, moisture, etc., and electronic storage will also slowly degrade over time even in perfect storage conditions, as well as having a limited number of write cycles. A laminated piece of paper in a fireproof and waterproof safe would likely outlast you or I.
A paper wallet also doesn't actually have to use paper. You can also make a "paper" wallet in the fashion described above by inscribing the resulting seed phrase on a piece of metal, or by buying one of the devices manufactured for this purpose.
