The question is who? anyone can create fake identity on internet so it's hard to trace them up unless if they show their real identity but i doubt there are scammers who do this since it's big wrong move for them if they choose to do this, and I think its impossible to make all centralized since this is not how crypto works so maybe the best thing we can do is to avoid what possible scam offered to us.


It's everywhere and it exist because of greed that's why we need to be vigilant always on what we do since the scammers will attack us if they see us falling on their traps.
