If there is such a large "army" of scammers, why not create an "army" that will fight them. This must be centralized, otherwise we may lose the cryptocurrency. 
Scams are inevitable, the same as hacks and we all know that.
Instead of "creating an army that will fight against them", why not just create or build your knowledge so that you will be able to avoid and prevent yourself from being a victim of scams. As long as there are victims, there will always be a lot of people that would try to scam people.
