No one can punish them for the ICO or other scamer in the crypto world because it is difficult to do with no evidence and where they are so that the ICO continues to roam with no punishment for them so this is more difficult.
In 2018 the ICO boom has begun to occur and it is there that gamers always make actions with their platforms by cheating many people with investors' money and the only way you have to be more careful because if you are careless in doing so you will lose your money.
I might be wrong but I believe that ICO started to disappear that year already since many scams already happened.
In the end, ICO isn't regulated anyway as well as many parts of cryptocurrency, therefore these scams won't stop. It's better for some parts of crypto to be decentralized anyway since we don't want the government to touch our money.
