Do they need KYC and FIlipino nationality or anyone can just pay and get one?
If you're referring to PayMaya and GCash, yes you need identification documents if you want to be able to withdraw to your bank account and if you want higher limits. If not, as far as I remember phone number and personal information will suffice.
