You're right, if I read his question correctly Armory would fit his needs whereas Electrum, maybe, is not what he is looking for. Though it may have an offline instance running on the air-gaped computer the transaction broadcasting requires communication with "third-party" servers. Flat out good review on the flavors of Bitcoin wallets found over there would satisfy me personally if I were seeking for one to control my BTC.
