I wouldn't judge them to quickly of being a scam. I believe what the OP is trying to say that the stores in Africa don't have any kind of store credits and the crypto they receive as donations is converted to fiat where they'll be using in stores. This is a very common way on how crypto donations work and the one you are worrying right now is the transparency of how the crypto donations will proceed and I think the OP should have a better way of providing it by having some sort of system where you show all your costs, receipts as well as documentation of the food packs being distributed will be enough to make your project be trustworthy for others.

It would be nice to have a global supply of vetted, trusted individuals that could receive coin and use it properly, but we've seen that even people who scammed enough for their life still continue to steal.  Maybe this person is legit and honest.   But how can we tell when they make a new anonymous account?

Not sending coin to a newbie is still the best advice.
