All that "transaction accelerator" services do is send your transaction to miners so they can include it in their next mined block. For example, ViaBTC's accelerators make them include your transaction in the block they mine. If they don't mine a block, then nothing will change with your transaction. The only people can offer such services are the ones connected with miners. A "normal person" can't do such thing.
