No they not allowed Pakistanis to create account and hold funds because Pakistan is in blocked countries.

Currently we have many options like Binance Poloniex and hitbtc I am using these all for long time and never have any issue because I already pass KYC without any issue so just be-careful before sending any funds to exchanges read terms and conditions then go with them.
