Gate.io was BTER which got 'hacked' to the tune of several thousand BTC. They started off saying they would pay back their customers with earnings from fees. Then they got bored and gave up and relaunched as Gate.io.

That makes them at the very least lazy assholes, more likely they were the hackers and gave up pretending to give a shit when enough time had passed.
