only if they want to test something trivial and without any hassle, or if they are lazy.
otherwise regtest should be used instead which gives the developer a lot more flexibility and there no longer is any limitation on amount of coins they need, waiting for blocks to be found, wanting to test certain non-standard things, wanting to test without certain forks that happened in the past (eg. P2SH, SegWit,...), and many more.
