Odds are they are not building on the
BTC blockchain but rather their own blockchain. Nothing new there - private blockchains are already being used to track farm produce from field to store, cities are using it to track SSL streetlight and surveillance camera installations again, from manufacture right up to where/when/who (contractor used) they are installed onto poles, etc.
