I don't think that this statement is really accurate. I am leaning more towards believing that most bounties are a scam and only some are legit. A scam bounty is not just a campaign that doesn't pay you for your work. Even if you get paid with worthless tokens, or tokens who were already dumped on exchanges by their creators before they were distributed to investors and bounty hunters, that is still a scam bounty. Or if you get tokens who will never be listed anywhere.
If we talk about today for sure it is since I don't see any happy people earning good profits for joining the bounty compare before and scammers are using this type of promotion to scam many people around so better for to stay away with this since you will be part of someones misery if you join those scam bounties. There are other selection we can choose to earn and just stay on service section and observe on what service we can offer for the people here.
