Well Binance claims the recepient still can find and use the funds but dont want to tell me, because they'd rather keep the funds without giving the product/service they are selling.
If the transfer you did is going out of Binance then you must contact the recipient. They have already gave you an instruction that it should be " justanotherpanel.com" that must retrieve or solve that transaction.
If the transfer you made is going in on Binance, they'll resolve this quickly I believe but since it's no longer in their exchange. You have to contact that website which is the recipient as you have mentioned.
Indeed, I think this transaction is out of Binance capability since it was going out of the exchange( my guess considering Binance reply). @OP, you have not clarified if you are transferring
from your wallet to Binance or
from Binance to outside the exchange wallet. If the USDT is going out of Binance, there is nothing they can do.
