I can't guarantee that these accounts are permanantely banned (only a global mod could tell) but they should be as I made sure to only save the ones that were last active prior to january 2017.
Does that mean you (as a non-global Mod) can see they're banned, but it might be a temporary ban so you can't tell for sure? Or does it mean you've listed all accounts that were last active before 2017?
