If we talk about bull run similar to what happened in 2013 and 2017 then it simply cant happen this year. There is to much uncertainty for that. Even the reason why Bitcoin was made come true and whole financial system collapse, that will also drag down price of Bitcoin at first. And will take months to recover. Next year is first possible for a bull run. More likely 2022.  But of course there can be short bull runs like happened in Q2 of 2019 or in January and February of this year.  Price increase drastically in those times but It dont last long enough to breach old ATH.
