I don't think so.
There are no bad and good times for crypto projects because of the bull or bear market and for sure market conditions should not be the reason to stop or start development progress. I have witnessed such behavior many times and it always leads to the end of the project. Sorry to say, but decent projects have the hands full of work and keep pushing forward all the time, not only in the bull market. Such excuse is nothing more as an... excuse exactly.

If this is indeed true what you have written then this is very bad for Bitsend because it shows that there are no strong fundaments, no belief and no dedicated developers.
I hope this is not the case because it will prove this project to be a clear cash grab if this is true.
