Seems experts vary on their opinions as with regards to Las Vegas opening. And I'm not familiar that there are Phase 1, Phase 2 and Phase 3 as far as business in Vegas. So casinos are tag as Phase 1 that's why they are the first to re-open. And maybe it will be under observation until the next Phase are implemented like strips and restaurants.
Those phases are batches depending to what the local government or country has decide whichever should be opened first. Or the basis could be how broad that business is in helping their economy to go up and its contribution. As we know, casinos are one of the biggest contribution in a place or country's economy. Some restriction are still going to be applied as said in the article, no poker rooms and possibly more conditions to be added during their operations.
