If the WLE's would restrict the same countries as Betfair does, then it would make no sense to have them. Thats the whole point of these WLE imo and why they are allowed to use "powered by Betfair". Betfair is too regulated to accept these customers, but with this little trick, lots of players can come back through the back door and keep the markets liquid and guarantee volume. It's the same for Pinnacle, SBO etc. The legal risk is passed on to the agents and Betfair & Co can just say and prove, that they don't accept customers from certain countries.
