I would like to disagree with it. Binance already suffered from hackers attack https://www.bloomberg.com/news/articles/2019-05-08/crypto-exchange-giant-binance-reports-a-hack-of-7-000-bitcoin. Also according to article https://cointelegraph.com/news/binance-kyc-breach-did-it-happen-and-if-so-whos-to-blame more than 10,000 identity photos (kyc) were stolen.

Also - not a single exchange is secure !
