You're forgetting between week 35 and week 73 LV8 only had nine UID's he trusted, so he was self discounted from eligibility. (and even then the nine he choose were safe DT1's)
I think (but I'm not 100% sure) DefaultTrust is also counted (but not shown). I don't know if he had DefaultTrust on his Trust list though. OldScammerTag also doesn't show up on the Trust data dump, while it may be counted. If that's true, a user with 8 users on his Trust list could still reach DT1.Quote
So his ineleigability was self imposed for 38 weeks.
