lol i iive in las Vegas and yea a lot more people out . Also casinos are open but tons health stuff. But yeah its a casino they need our money lol
Maybe they don't value their lives?? Or its just they don't have any other choices.
Casinos need your money and the country are expecting that the economy will recover thru casinos again that is why they re-opened it.

The country cannot hope for economic recovery thanks to the operation of casinos. Tax revenue from casinos is very small compared to industry, mining, the financial sector, it, and so on.
Therefore, the authorities opening Las Vegas decided to give people a chance to relax and unwind. And of course, they gave casinos and hotels the opportunity to earn a little extra money.

For sure this is not valid to Nevada State since tax revenues of hospitality industry are an amount nearly 1,5 BILLION of USD (around 38.9 %)
This amount is fueled by 47.3 % just from GAMING industry!
You can check by yourself these numbers, please find below the reference https://www.nevadaresorts.org/benefits/taxes.php *

I am not really sure they are opening to " give people a chance to relax and unwind" since close of half of the total revenues of Nevada arrive from gambling industry and related activities...

In fiscal year 2018, tax revenues within the state's General Fund reached nearly $3.8 billion. Of that, the hospitality industry accounted for nearly $1.5 billion, or 38.9 percent of the total.
....
Gaming taxes were responsible for generating the majority of the industry-generated taxes with $711.3 million which was 47.3 percent of total General Fund revenue generated by the industry.
But there are consequences to that.
Cases in Nevada are growing very quickly now. And if the cases don't stop to rise they will have to lock down Las Vegas again.
