It's decentralized finance only if it is on the finance industry, all crypto has it's own uses and if you can't use it or could fix any finance industry problems then it's not part of DeFi. Exchanges, Cross border payments, cencorship resistant transactions, lower fees than the rest, I think those are the qualities that makes a DeFi.
