Never heard of a country that is straight vegetarian and is forbidden to eat any meat.
As far as i know India is ranked top in the world with 38% of the total population being vegetarians.

No religion I know of forbids eating meat
Islam forbids eating pork.

It's just pork not meat in general.

The pork example also applies in this case... would you kill and eat pork if you're starving in the forest with your friends and find one close by?
I believe the answer would be yes for many in the country that bans the meat.. It's moral to eat it with your friends and survive than to let everyone starve to death due to the country's law on pork. This can be easily proven to be a right decision in any just court
