That's not entirely true, banned accounts can create a temporary account to appeal their ban. In this case I haven't seen why they were banned, however, in saying that there is a clear cut sytem of abuse using alts to scam campaigns, so...
As per my report, his accounts Tumok_sewek and frey_oh were banned meaning the two active accounts are also evading the ban. As per the former accounts, I don't know how they have been banned here but the latter accounts are surely breaking rule/s.
