True, that could happen as well, nothing really could surprise me anymore. In most cases projects hire those "marketing agencies" during ICO/IEO phase to get better ICOBench score or to simply increase visibility here, or in some cases they hire them when they have some big announcement like exchange listing, so they are looking for some extra hype. Good example for that is
IndexChain. They did some bumping earlier but they stopped, and now they announced listing soon, so they immediately started with the same practice again and now last few pages of their ANN is swarmed with newbie comments like this:
